Phil Spool (Philip G. Spool, ASA) has been appraising in South Florida since 1973 (50 years!). The first 19 years was with Flagler Federal Savings and Loan Association of Miami, initially as a residential appraiser and then in 1979 began appraising commercial properties. The past eight years with Flagler Federal, Phil was the Chief Appraiser/Vice President, overseeing the appraisal department and the construction loan department. In 1982, Phil moved on to joining the prestigious appraisal firm of Waronker and Rosen, Inc., specializing in apartment building appraisals while still appraising other commercial and residential properties. In 2007, Phil left the firm and ventured on his own, along with his wife, Loucee, who is also an appraiser, to devote his time to just appraising residential properties, both single family residences and condominium units and occasionally two to four unit residential units and assisting commercial appraisers in some commercial appraisal assignments. Phil is a State-Certified General Real Estate Appraiser with the State of Florida. His certification number is RZ 81. He also has an active Florida real estate broker's license (License No. BK 83708) and the General Appraiser Instructor's license with the state of Florida (License No. GA 1000090).
Phil's educational background includes earning a Bachelor of Science in Business Administration (BSBA) degree from the University of Florida with a major in Banking and Finance and a minor in Economics), graduating in 1971.
Phil is very active in the appraisal industry, having the Accredited Senior Appraiser (ASA) designation with the American Society of Appraiser (received in 1977) and is currently the First Vice President and Chairman of the Real Property Programs with the Greater Miami Chapter No. 46. Phil was the chapter president from 1981 to 1982 and then from 2002 to 2004.
Phil is an Adjunct Faculty Member with Miami Dade College and is one of only two active real estate appraiser instructors in Miami Dade College, teaching the continuing education classes for appraiser renewing their appraisal license.
Phil was a member of the Miami-Dade County Mortgage Fraud Task Force, appointed by the mayor's office, from 2007 to 2010.
Phil is currently a Special Magistrate with the Miami-Dade County Value Adjustment Board, since 2007.
Phil is also an expert witness and has appeared in the 11th Judicial Circuit Court in Miami, Florida - Family & Civil Divisions; 20th Judicial Circuit Court in Naples, Florida for a deficiency judgment, U.S. Bankruptcy Court, Southern District of Florida and also the Division of Administrative Hearings (DOAH), representing the Division of Real Estate (DRE) for the Department of Business & Professional Regulation (DBPR). Since 2009, Phil has published 28 appraisal articles with Working RE Magazine, a national appraisal magazine. A few of these articles in a PDF format is shown in the web site and can be printed for your use.
Among his other accomplishments was being a featured speaker at the American Society of Appraisers 2009 annual conference in Orlando, Florida based on his first article on "How to increase your residential appraisal income".
The American Society of Appraisers has a mandatory recertification program for all of its Accredited Senior Appraiser members. I am in compliance with the requirements of that program.
